MacLaren Hall in El Monte, California, operated from 1941 to 2003 as a foster care and youth shelter facility. Once meant to protect vulnerable children, it became notorious for widespread reports of neglect and sexual abuse. Survivors have come forward describing traumatic experiences at MacLaren Hall, leading to investigations and lawsuits against Los Angeles County. Camp Joseph Scott & Camp Kenyon Scudder

Camp Joseph Scott, a girls’ juvenile detention facility in Los Angeles County operating since 1958, and Camp Kenyon Scudder, a youth detention camp active since the 1980s, have both been linked to cases of sexual misconduct and abuse. Staff members, employees, and even other residents have been accused of harming those in their care. Survivors of abuse at Camp Joseph Scott or Camp Kenyon Scudder now have the opportunity to pursue justice through the recently approved settlement program.

Challenger Memorial Youth Center & Dorothy Kirby Center

Challenger Memorial Youth Center, which operated from 1990 to 2019, and Dorothy Kirby Center, a secured treatment facility for girls since 1961, have faced serious allegations of sexual assault and institutional neglect. Many survivors have shared painful accounts of abuse while in county custody at these facilities. Legal action is underway to hold responsible parties accountable, and survivors may be eligible for financial compensation through the Los Angeles County settlement.

Los Padrinos Juvenile Hall & Central Juvenile Hall

Los Padrinos Juvenile Hall, in operation since 1957, and Central Juvenile Hall, which ran from 2012 to 2023, were both intended to rehabilitate youth but became sites of systemic abuse. Survivors have reported sexual assault by staff members and other detainees in these facilities. As part of one of the largest settlements in county history, survivors of abuse at Los Padrinos Juvenile Hall or Central Juvenile Hall may now be able to receive compensation for the harm they endured.
